INCIDENT NARRATIVE: Mitchell was Northbound on US95 hauling a concreat beam for the bridge project in the Winchester Canyon.  The tractor slowed for traffic due to construction near milepost 203.  The load's securement broke causing the beam to shift forward striking the cab of the tractor.  US95 was blocked Northbound for approximately 6 hours.
