Listed below is the necessary paperwork to participate in the 1033 Program. Before submitting the required information to the State Point of Contact (POC), please make copies for your files.

- Idaho 1033 Federal Surplus Program Plan of Operation (2009) - These program requirements should be read by all personnel listed on the application. The Chief or Sheriff must also read and sign, agreeing to the terms listed. Return the signature page to the State POC.
Once all required information is submitted, the Application for Participation is forwarded to the Law Enforcement Support Office (LESO), who issues an Authorization Letter. The Authorization Letter allows individuals listed on the letter to screen/request surplus 1033 equipment. Along with the Authorization Letter, each participating agency has an identification number (ID) for screening property online. The agency ID will be forwarded with the Authorization Letter.
