Lt Bill Reese

Captain Bill Reese

Captain Reese is a native Idahoan. He was born and raised in Southeast Idaho.  He began his career with ISP in 1986. His first three years he was a resident officer in Downey.  In 1989 he transferred to the District Patrol office in Pocatello. In 1991 he was assigned to the Commercial Vehicle Safety Division where he worked as a Hazardous Materials Specialist until 2001. In 2001 he was promoted to Sergeant in the Commercial Vehicle Safety Division and transferred to the Headquarters office in Meridian. In December of 2003 he was promoted to Lieutenant in the Commercial Vehicle Safety Division. In October of 2010 he was promoted to Captain of the Division, where he presently serves.

Captain Reese is a graduate of the Northwestern University School of Police Staff and Command. He serves on the Idaho Incident Management and Support Team (Type 3 Incident Management Team). He currently serves as the Co-Chair of the Commercial Vehicle Safety Alliance (CVSA) Level VI Program. He is also the Chair of the Cooperative Hazardous Materials Enforcement Development (COHMED) Program at CVSA.

Lieutenant Tim Horn

Tim began his career in law enforcement as a deputy with the Adams County Sheriff's Department in 1994.  Tim joined the Idaho State Police as a trooper in 1997. He transferred from his residency in Council, Idaho in 2006 to promote to Detective in Investigations.  In 2008, he accepted a position with CVS in District 3 and was promoted to CVS Sergeant in 2010 and CVS Lieutenant in 2013.

Sergeant Scott Hanson

Scott began working with ISP in 1990. Prior to that, he had served four years in the U.S. Marine Corps. He served as patrol resident officer in Craigmont, ID in District 2 from 1991-1994 then served as patrol resident officer in Powell, ID on Lolo Pass from 1994-1998. Scott transferred to Idaho Falls in 1998 and served as District patrol officer until 1999 when he moved to the CVS position for District 6.

Sergeant Colin Bonner

Colin was born and raised in Idaho.  Prior to joining the Idaho State Police he worked as a Corrections Officer while he attended  Boise State University.  He then went to work for the Boise Airport Police in 1989 and joined the Idaho State Police in 1992.  Colin transferred from patrol to the Commercial Vehicle Safety unit in 2000 and promoted to Sergeant in 2006.

Sergeant Seth Uhlenkott

Sergeant Uhlenkott began his career with the Idaho State Police in March 2004. He started his career in District 4 where he served as a Burley/Rupert resident trooper. While assigned to District 4, he was an FTO and Level III CVS Inspector. In 2008, he promoted to CVS specialist and continued to serve in the Burley/Rupert area until 2010 when he transferred to CVS in District 3. He is currently a National Training Center instructor and teaches both Part A (driver) and B (equipment) courses. Prior to coming to work for ISP, Sergeant Uhlenkott worked for the Idaho Transportation Department at the Cotterel Port of Entry for three years.

Holly Skaar - Research Analyst

Holly joined the Idaho State Police/Commercial Vehicle Safety program in 1986. She started out doing data entry while working her way through college. She earned her Bachelor of Arts in Communications from Boise State University. After graduation the Idaho State Police offered her a full time job with an upgrade. She has been with the program ever since.

One of Holly's main duties is to manage the SAFETYNET databases. She ensures the Inspection and Crash data is as error free as possible before uploading the information to the Federal Motor Carrier Safety Administration. She also handles carrier request for corrections on their inspections and crash reports. Holly enjoys spending time with her husband, young energetic son and Jack (a Rottweiler dog).  Otherwise she enjoys reading a good book, traveling to tropical beaches and working in her yard.

Tecia Ferguson - Project Coordinator

Tecia began working for the Idaho State Police in 1988 in the District 6 office.  She moved to Meridian and joined CVS in 1998. Tecia currently works on the Targeting Aggressive Cars and Trucks Project and the New Entrant Safety Audit Program. She also helps with the seatbelt project and other programs within CVS.

Tecia is married, has three sons and one daughter in law.

Julie Corder

Julie Corder - Administrative Assistant

Julie began working for Idaho State Police in May 2000 and moved into the CVS office in October 2001. Julie assists the CVS section with assignments and projects, she works as the travel coordinator and is generally the first person you will speak to when you call the office.

Julie is married and has two great kids. She enjoys spending time with her family, crafts, reading and trips to the Oregon Coast.

Laurie Peterson - Photo

Laurie Peterson - Office Specialist

Laurie joined CVS in January of 2005, after relocating to Idaho from Oregon. Her primary duty is data entry of roadside inspections, assisting with various other programs as well. She really enjoys contributing to the CVS team and says she could not have chosen a better group to work with. Laurie looks forward to the new experiences that her time in CVS will bring. In her life outside CVS she is married with four children, various family pets, and enjoys being creative and getting lost in a good book.
