Colonel Bill Gardiner

Director

Colonel Bill Gardiner, an Idaho native, has dedicated 25 years to the Idaho State Police. Starting as a trooper, he served in Idaho Falls and later Boise, where he began his leadership roles as a Sergeant with the Commercial Vehicle Safety Division.

His leadership roles continued in 2006 as Lieutenant for the Executive Protection Unit, managing security for Idaho’s Governor and other vital entities. Promoted to Captain in 2009, he oversaw the Regional Communications Centers and coordinated the security for the 2009 Special Olympic World Winter Games. By 2013, as Captain for District 3, he led law enforcement operations in Western Idaho, demonstrating his strong leadership skills. In 2017, Colonel Gardiner became Major and oversaw multiple patrol districts, including SWAT. Appointed Deputy Director in 2020, he played a crucial role in policy development and legislative evaluation.

In August 2024, Governor Little appointed him Director, where he focuses on public safety, human trafficking, and combating fentanyl.

Colonel Gardiner holds a master’s in administrative leadership, a bachelor’s in Speech Communication, and graduated from the FBI National Academy (Class #238). He also serves on the FBI National Academy Associates National Board.

Lieutenant Colonel Fritz Zweigart

Chief of Operations

Lieutenant Colonel Fritz Zweigart began his distinguished career with the Idaho State Police in March 2004. Over the years, he has served in multiple districts—3, 5, and 6—demonstrating a remarkable breadth of skills and dedication in various capacities.

Throughout his tenure, Lieutenant Colonel Zweigart held numerous pivotal roles, including Patrol Lieutenant, Patrol Sergeant, Honor Guard member, Field Training Officer (FTO), Drug Recognition Expert (DRE), Standardized Field Sobriety Test (SFST) Instructor, Level III Inspector, Executive Protection Detail member, and Detective. His diverse experience highlights his adaptability and commitment to excellence in every facet of law enforcement.

In September 2024, he was promoted to Lieutenant Colonel, recognizing his exceptional leadership and contributions to the Idaho State Police.

In addition to his field experience, Lieutenant Colonel Zweigart is a proud graduate of the Federal Bureau of Investigation National Academy (Class #279), and his academic achievements further complement his professional accomplishments. He earned a bachelor’s degree from Southern Virginia University and a master’s from the University of Oklahoma, showcasing his dedication to continuous learning and professional development.

Lieutenant Colonel Russ Wheatley

Chief of Staff

Lieutenant Colonel Russ Wheatley has been an Idaho law enforcement officer since 1993. He began his career with the Bannock County Sheriff’s Office before joining the Idaho State Police in 1999. Over the years, he has served as a trooper, detective, field training officer, firearms instructor, and SWAT team member. After completing ISP Advanced Training Class #21, he was assigned as a Blackfoot resident trooper in District 5. In 2001, he was promoted to detective, focusing on narcotics investigations, and later transferred to District 3 in 2004 to continue this work.

In 2005, Lieutenant Colonel Wheatley was selected to join the FBI Joint Terrorism Task Force, where he worked on domestic and international terrorism cases. He was promoted to Sergeant in 2008, where he played a crucial role in developing and overseeing Idaho’s Fusion Center operations. His leadership continued with promotions to Lieutenant of the Alcohol Beverage Control (ABC) unit in 2013 and Captain in 2015.

In 2021, he was promoted to Major and assigned to ISP’s Western Command Area, where he managed District Three Patrol and Investigations, the Capitol Protective Service unit, and other key divisions. His leadership and expertise led to his promotion to Lieutenant Colonel in September 2024.

Lieutenant Colonel Wheatley holds advanced training certifications from Idaho POST and is a graduate of the FBI National Academy (Class #275), the Northwestern University School of Police Staff and Command (Class #362), the Naval Postgraduate Fusion Center Leaders Course, and the FBI Command College. He earned a bachelor’s degree in accounting from the University of Phoenix and a master’s in Homeland Security and Defense from the Naval Postgraduate School. His extensive experience, education, and leadership make him a key figure in Idaho law enforcement.

Christine Otto

Financial Services Executive Officer

Christine Otto, who assumed the role of Executive Officer of Financial Services at the Idaho State Police (ISP) in August 2024, leads the Financial Services Office (FSO). This critical internal service unit manages budgeting, accounting, purchasing, and inventory processes. Under Christine’s leadership, FSO supports ISP operations by ensuring efficiency and compliance in critical areas, including accounts payable and receivable, budget development, financial reporting, grant accounting, inventory management, surplus property distribution, and warehousing. Her focus on precision and innovation drives the fiscal and operational integrity of ISP’s mission to serve and protect the citizens of Idaho.

Christine brings a wealth of experience to her role at ISP, with over 17 years of diverse financial and administrative expertise. Before joining ISP, she was a Principal Budget and Policy Analyst with the Idaho Legislative Services Office (2017–2024). In this role, Christine provided non-partisan support to the Idaho Legislature, analyzing agency budgets, drafting appropriation bills, and delivering comprehensive fiscal reports. Her contributions extended to mentoring new staff and staffing the Change in Employee Compensation Committee. She also developed and presented critical financial data using advanced analytical tools.

Christine’s government career began with the Idaho State Controller’s Office (2012–2017), where she rose to Payroll Accounting/Tax Specialist. Her responsibilities included managing payroll tax payments, balancing financial accounts, and navigating complex state and federal regulations. Christine’s expertise in payroll systems and customer support established her as a trusted resource within state government.

Before her government service, Christine worked at Albertsons (2006–2012), where she advanced to Service Operation Manager. In this role, she demonstrated exceptional leadership by managing employee relations, analyzing financial trends, and implementing performance improvement initiatives. Her ability to lead and motivate teams was evident in her successful management of the service operations department.

Christine earned a dual bachelor’s degree in business administration in Finance and Accounting from Boise State University in 2012. Her educational background and extensive professional experience underscore her ability to align financial strategies with organizational goals. Major Matt Smith

Northern Command

Major Matt Smith’s journey with the Idaho State Police (ISP) began in 1997 after he graduated from Boise State University with a bachelor’s degree in history and secondary education. His dedication to law enforcement was evident as he completed Advanced Training Class # 18 and was assigned to District 2 as a resident trooper in Latah County. This marked the beginning of a distinguished career characterized by his commitment and excellence in law enforcement.

Major Smith’s versatility was further demonstrated in 1999 when he transferred to District 3 Patrol and served as an Elmore County resident trooper, showcasing his ability to adapt to different environments. Later, he worked as a district trooper in the Meridian office, handling various patrol duties and responsibilities. In 2007, Major Smith was selected as a member of the Motorcycle Unit, a prestigious position that allowed him to demonstrate his specialized skills and dedication to traffic safety. He served in this capacity until 2011, when he was promoted to Sergeant in District 3 Patrol. His exceptional leadership abilities were again recognized in late 2012 when he moved to the Motorcycle Unit supervisor position.

Major Smith’s career advanced with a promotion to the District 3 Patrol Lieutenant in 2017. In 2018, he graduated from Northwestern University’s School of Police Staff and Command (Class #429). Throughout his tenure, Major Smith has taken on numerous specialized roles, including Crash Reconstructionist, Field Training Officer (FTO), and member of the Project CHOICE Committee, showcasing his inspiring commitment to professional development and public safety. When promoted to Headquarters Patrol Captain in 2021, he oversaw the Patrol budget, Fleet Services, and hiring/polygraphs. Major Shawn Staley

Eastern Command

Major Shawn Staley began his distinguished career with the Idaho State Police (ISP) in 2004 as a trooper in District 3. His commitment to excellence and precise approach to law enforcement quickly led him to serve in the prestigious Executive Protection unit from 2006 to 2009, a role that demanded unwavering precision and dedication.

In 2009, Major Staley transitioned to a specialized role as a Commercial Vehicle Safety (CVS) Specialist, focusing on the critical oversight of commercial vehicles. His involvement with the Hazardous Materials Team further underscored his dedication to safety and advanced training. As an instructor of Hazardous Materials Operations and the Incident Command System (ICS), he played a pivotal role in elevating the training standards of his peers on a national level. His expertise was further recognized through his ongoing work teaching hazardous materials courses for the Federal Motor Carrier Safety Administration (FMCSA), reflecting his deep commitment to public safety and education.

Major Staley’s influence extends beyond training and education. As Idaho’s Lead Contact and a voting member for Region IV in the Commercial Vehicle Safety Alliance, he was instrumental in shaping policies and safety standards that enhanced commercial vehicle compliance and roadway safety. He was promoted to CVS Sergeant in 2016, Lieutenant in 2018, and Captain in 2020, where he cemented his role as a key leader within ISP. In addition to his career accomplishments, Major Staley’s educational background, including a bachelor’s degree in linguistics from the University of Utah, has given him a unique perspective on communication and command. Major David Neth

Western Command

Major David Neth began his law enforcement career in 1996 as a Patrol Deputy with the Gem County Sheriff’s Office. In 2000, he joined the Idaho State Police (ISP), initially serving the community as a patrol officer in District 3. His dedication to public safety and exceptional performance quickly led to his appointment as a Resident Trooper for Gem and Boise Counties, where he built strong community relationships and delivered essential law enforcement services.

From 2004 to 2007, and again from 2008 to 2011, Major Neth served on the Governor’s Executive Protection team. This high-profile role required precision, professionalism, and the ability to thrive in high-pressure environments. In 2011, he was promoted to District 3 Investigations, where his expertise in managing complex cases became a key asset.

In 2013, Major Neth’s leadership skills earned him a promotion to Detective Sergeant, where he oversaw the Idaho Criminal Intelligence Center (IC2) and the ISP Cyber Crime Unit. His strategic insight and technological expertise strengthened these critical units, advancing public safety efforts across the state.

In 2016, Major Neth was promoted to Lieutenant, overseeing investigation operations in District 1. His leadership extended to chairing the North Idaho Critical Incident Taskforce, where he demonstrated a capacity for managing high-stakes incidents. In July 2018, he was promoted to Captain, overseeing District 4 until his promotion to Major in October 2024.

Aaron Snell

Communications Director

Aaron Snell is the Communications Director for the Idaho State Police (ISP), leading the agency’s public relations, media relations, and communications strategies. With a career spanning over 20 years in law enforcement and public safety communication, Aaron has a wealth of experience managing complex and high-stakes situations. His work is characterized by strategic leadership, creative problem-solving, and an unwavering commitment to community engagement and transparency.

Aaron’s professional journey began in Everett, Washington, where he served with the Everett Police Department (EPD) for 18 years. As the Public Information Officer (PIO), he was pivotal in shaping the department’s media strategy, responding to public inquiries, and managing communication during critical incidents, including the tragic Oso Landslide in 2014. Aaron’s leadership in these areas and his exceptional crisis communications skills ensured that the public was always well-informed and reassured during high-profile cases.

In 2022, Aaron transitioned to the Idaho State Police, where he continues to advance ISP’s mission of promoting public safety and effective law enforcement. As the Communications Director, he is the primary liaison between ISP, the media, and the public, advising leadership on public relations strategies and overseeing media relations, social media, and crisis communication efforts. He has been instrumental in ensuring the ISP’s messages are consistent, clear, and aligned with the agency’s goals. Aaron also plays a vital role in overseeing communication during critical incidents, including significant criminal investigations and public safety emergencies.

Bonnie’s dedication to building inclusive and efficient organizations has driven her career achievements in HR team management, strategic planning, and regulatory compliance.

As a Human Resource Officer for the Idaho Department of Human Resources, Bonnie oversees a statewide team responsible for critical HR functions. Under her leadership, the agency she served experienced an 18% reduction in workers’ compensation claims between 2020 and 2022. Rachel Kolts

Lead Deputy Attorney General

Rachel Kolts, an accomplished attorney with a wealth of legal expertise, serves as Idaho State Police’ Lead Deputy Attorney General from the Office of the Idaho Attorney General. She began her distinguished tenure with ISP in September 2024 and quickly rose to her current position in December 2024. Her unwavering commitment to public safety and excellence in service is the basis of her legal career, reassuring all she serves.

Rachel’s legal experience spans diverse roles across state and municipal government. Before joining ISP, she served as a Deputy City Attorney for the Boise City Attorney’s Office, providing critical legal counsel to the Boise Police Department. Her responsibilities included researching complex legal issues, drafting legal memoranda, negotiating contracts, and responding to public records requests.

From 2019 to 2023, Rachel worked as a Deputy Attorney General in the State General Counsel and Fair Hearings Division. Her work encompassed advising state agencies on compliance with Idaho laws, drafting legislative analyses, and representing agencies in administrative hearings and appeals. She also contributed to governance policy development and provided training on the Public Records Act and Open Meetings Law.

Kayne Tisdale

Chief Information Officer

Kayne Tisdale is an accomplished Information Technology Executive with a distinguished career spanning over two decades in public safety and military service. His commitment to public safety is evident in his role as Chief Information Officer for the Idaho State Police, where he is a recognized leader in leveraging innovative technology to enhance operational efficiency, optimize resource utilization, and align IT strategies with organizational goals.

Captain Paul Berger

District 1 - Northern Idaho

Captain Paul Berger began his law enforcement journey in July 1990, serving as a patrol deputy with the Shoshone County Sheriff’s Office. In 1994, he joined the Idaho State Police (ATC #14) and became a district trooper in Idaho Falls. After a brief period, Paul transferred to Coeur d’Alene to become the Shoshone County resident trooper before returning to Idaho Falls as a Special Agent in the Criminal Investigative Bureau.

In 1999, Captain Berger joined District 1 Investigations, where he was promoted to Sergeant and later to Lieutenant in 2018. During his tenure, Captain Berger led hundreds of narcotic investigations, with his expertise extended to handling cases involving homicides, officer-involved incidents, and critical situations. He is a certified expert witness in federal and state narcotics cases, a testament to his comprehensive knowledge and experience.

Demonstrating an unwavering commitment to continuous learning and professional development, Captain Berger earned his bachelor’s degree in business management in 2017. Furthering his academic pursuits, he obtained a master’s degree in 2022 in intelligence studies, focusing on criminal intelligence.

Captain Richard Adamson

District 2 - Central Idaho

Captain Rich Adamson, deeply rooted in Central Idaho, has spent his life serving his community and country with distinction. Born and raised in Idaho, he graduated from Highland High School in Craigmont. In 1991, he began a service career by joining the United States Air Force as a Law Enforcement Specialist. His military tenure included two years in Turkey and nearly two years in New Mexico.

Following his honorable discharge, Captain Adamson pursued his passion for public safety by moving to Twin Falls, Idaho. He completed the law enforcement program at the College of Southern Idaho, and his dedication and commitment quickly earned him a position as a jail deputy with the Twin Falls County Sheriff’s Office. Concurrently, he served as a Reserve Police Officer for the Twin Falls Police Department, showcasing his unwavering dedication to public service.

In 1998, seeking to return to his beloved Central Idaho, Captain Adamson accepted a role with the Nez Perce County Sheriff’s Office, where he served as a Patrol Deputy for three years. His career with the Idaho State Police began in 2001 in District 2. Demonstrating exceptional skill and leadership, he was soon promoted to Detective, where he investigated significant cases that profoundly impacted public safety, ranging from narcotics trafficking to homicides.

Promoted to Bureau Chief of the Bureau of Criminal Identification (BCI) in August 2018, Leila ensures Idaho’s public safety infrastructure remains efficient and innovative.

As Bureau Chief, she has spearheaded the modernization of Idaho’s State Criminal History Repository, implementing a system that provides seamless access to criminal records nationwide. Leila also oversees critical programs, including the Applicant Background Check Program, Sex Offender Registration System, Missing Person Clearinghouse, and Amber Alert Programs, ensuring compliance with federal standards and transparency for Idaho’s citizens.

Leila’s leadership extends to advancing biometric technologies. As Chair of the Western Identification Network (WIN) Board, she collaborates on managing the Automated Biometric Identification System (ABIS) shared across eight states. Anisha Jones serves as the Business Operations Manager for the Idaho Racing Commission, a division of the Idaho State Police (ISP). Since April 2023, she has brought extensive expertise, a deep understanding of the racing industry, and exceptional organizational skills to this critical role.

Anisha’s professional journey began in 2013 at Sandy Downs in Idaho Falls, where she worked as Barn Security, overseeing the back gate and providing information to the horsemen on what stalls they were assigned. She also worked with the Track Lasix Vet, giving them the information they needed to give Lasix to racehorses. In 2014, she advanced to a role at the Eastern Idaho State Fair (EISF) Race Barns, where she served as barn area security, mainly at the back gate. In 2018, she was brought in as the Assistant to the Racing Superintendent. Her contributions in these positions demonstrated her ability to effectively manage complex operations and support regulatory compliance.

Since joining the Fair Circuit in 2021 as a Licensing Clerk, Anisha has consistently excelled in managing licensing processes and operational logistics. Her meticulous attention to detail and commitment to excellence led to her promotion to Technical Records Specialist 1 in 2022. In this role, she further honed her administration and regulatory oversight skills. Her impressive track record and proven capabilities culminated in her appointment as Business Operations Manager in 2023, where she now oversees all aspects of the Idaho Racing Commission’s operations, ensuring smooth processes and adherence to state and industry standards.

Cody Burlile, a proud native Idahoan, serves as the State Brand Inspector and Executive Director of the Idaho State Brand Board. His deep roots in agriculture can be traced back to his upbringing on a cow-calf operation in Southwestern Idaho. This personal connection has fueled his lifelong dedication to the livestock industry, which began with his education at the College of Southern Idaho, where he earned a degree in Veterinary Technology.

Cody’s professional career spans nearly two decades, with expertise in agriculture law enforcement, regulatory animal health, and livestock services. His career began at the Idaho State Department of Agriculture (ISDA) as a Livestock Investigator and Animal Health Program Specialist. Over a decade with ISDA, Cody developed critical skills in disease traceability, regulatory compliance, and livestock investigations. He also managed Idaho’s Domestic Cervidae Program, focusing on herd health and disease prevention.

In 2015, Cody joined USDA’s Animal and Plant Health Inspection Service (APHIS) as an Animal Disease Traceability Coordinator, where he further honed his skills in livestock movement and biosecurity. In 2016, he transitioned to the Idaho State Brand Board, Idaho State Police, as a Deputy Brand Inspector. His leadership and expertise were quickly recognized, and in 2017, Cody was appointed State Brand Inspector.

Cody’s oversight of Idaho’s $4.1 million brand program budget, supervision of over 50 employees, and leadership in the state’s livestock theft investigations are all underpinned by his commitment to animal welfare. His dedication extends beyond Idaho through service as President of the International Livestock Identification Association (2022–2023) and Director for the Western States Livestock Rural Enforcement Association.

Matthew Gamette

Laboratory System Director

Mr. Gamette, a native of Salt Lake City, Utah, pursued his undergraduate studies in Zoology at Brigham Young University in Provo, Utah, where he also earned a master’s degree in microbiology, focusing on parasitology and Plasmodium falciparum malaria. He further enhanced his expertise through a certificate in Laboratory Management from West Virginia University’s Forensic Management Academy, a Laboratory Management and Leadership certificate from UC Davis, and Certified Public Manager credentials from Idaho’s program.

Beginning his career as an intern at the Utah State Crime Lab, Mr. Gamette worked as a DNA scientist and crime scene responder with the Washington State Patrol’s Spokane Laboratory from 2002 to 2008, later serving as Spokane’s Local DNA Technical Lead. He joined the Idaho State Police in 2008 as the Laboratory Improvement and Quality Manager, advancing to Laboratory System Director in 2014, overseeing ISP’s three forensic laboratories.

An accomplished leader in forensic science, Mr. Gamette has trained hundreds of professionals in biological evidence collection and served in leadership roles for prominent organizations. As a board member and past president (2018–2019) of the American Society of Crime Lab Directors (ASCLD), he chaired committees on finance, symposium planning, and forensic initiatives. Currently, he chairs the National Technology Validation and Implementation Collaborative (NTVIC), spearheading advancements in forensic tools like Rapid DNA and genetic genealogy.

Mr. Gamette has conducted DNA laboratory assessments nationwide and participated in federal and scientific advisory roles, including with NIST, the FBI, and the DOJ’s Forensic Laboratory Needs Technology Working Group. Kara graduated from Boise State University in December 2000 with a Bachelor of Science in Criminal Justice Administration, focusing on Law Enforcement. Before completing her degree, she joined ISP in May 2000 as a part-time Investigative Assistant for the 1033 Federal Surplus Program. Her leadership as Idaho’s Point of Contact continued through 2009, ensuring the efficient allocation of surplus federal resources to law enforcement agencies across the state.

In December 2000, Kara transitioned to a full-time Office Specialist 2 at ISP Headquarters, where her organizational skills quickly became evident. By November 2004, her commitment to excellence earned her a promotion to Grants/Contracts Operations Analyst within Pass-Through Grants and Research (PGR), formerly Planning, Grants, and Research.

Kara’s ability to lead and innovate was further recognized in March 2007, when she was promoted to Grants/Contracts Officer, supervising the Grants Management Team. By October 2009, her position was reclassified to Grants/Contracts Management Supervisor, expanding her leadership responsibilities to oversee the Idaho Statistical Analysis Center Director starting in February 2010. These leadership roles are a testament to the trust and confidence placed in her, inspiring others in the field.

Throughout her career, Kara has been instrumental in managing pivotal programs such as the Byrne State Crisis Intervention Program, the Coronavirus Emergency Supplemental Funding Program, and the STOP Violence Against Women Grant. Her management of ISP’s statewide Office of Highway Safety Overtime Grant since 2007 is a testament to her influence and the significant impact she has made.

As a proud Idaho Drug Endangered Children (DEC) Team member from 2002 to 2007, Kara’s commitment to professional development is evident. She completed the Management Concepts Grants Management Certificate Program Pass-Through Track, showcasing her dedication to staying abreast of the latest industry practices and her adaptability in a rapidly changing field.

One of Kara’s most significant achievements is developing and evolving ISP’s in-house Grants Management System (GMS), launched in November 2004. Over the past 20 years, her collaboration with IT has resulted in continuous improvements to enhance the system’s functionality and user experience.

Public Information Officer

Amy Agenbroad brings professional experience and strategic communication expertise to her role as Public Information Officer for the Idaho State Police (ISP). With a dynamic career that spans public service, private consultancy, and professional sports, she continuously demonstrates her adaptability, leadership, and commitment to excellence in diverse roles.

Amy’s career began on Capitol Hill as a Staff Assistant for U.S. Senator Mike Crapo (R-ID), where she was involved in the legislative processes and constituent services. She later worked as Operations Manager and Government Affairs Associate for Polaris Consulting, a full-service lobbying firm specializing in advocacy, coalition building, and policy analysis on Capitol Hill.

From there, she worked at Washington Business Dynamics in Washington, D.C., a global management consulting firm focused on advancing federal, state, and international initiatives. As Communications Manager and Senior Associate, Amy was pivotal in driving impactful analytics, communications, and operational efficiency strategies. Her work supported mission-critical objectives across sectors and U.S. federal agencies.

Amy’s multifaceted background also includes her time as an NFL Cheerleader for the Washington Redskins. This role demonstrated her commitment to public engagement, showcasing her dedication to public-facing roles that require attention to detail and a collaborative approach.

A graduate of the University of Idaho, Amy earned a Bachelor of Science in Finance and a Bachelor of Arts in International Studies. During her time at the University of Idaho, she held various leadership roles in her sorority, college, and as a member of the University of Idaho’s Dance Team.

In her role at ISP, Amy leverages her experience to communicate effectively with the public and media, foster transparency, and uphold the agency’s mission of enhancing safety and trust across Idaho. Her career embodies a blend of public service, private-sector expertise, and a commitment to community engagement, making her an invaluable asset to the Idaho State Police and the citizens it serves.
