Stationary loaded chip truck

INCIDENT NARRATIVE: Walter was driving southbound on US95 at milepost 351 and was approaching the scene of a previous accident involving a loaded chip truck. The chip truck was stationary and had 2 reflective triangles out. Walter had been directed into the left hand southbound lane by a Latah County Deputy. After passing the deputy, Walter was merging back into the right hand southbound lane and hit the loaded trailer.
