NOTE FROM ABC CAPTAIN GRIPTON – Upcoming Legislative Proposal: Alcohol License Fee Adjustment

Industry Members,

I wanted to share with you the Alcohol Beverage Control (ABC) Bureau’s intent to propose legislation during the upcoming session to adjust alcohol licensing fees — the first such increase since before 1950, as far as we can determine.

ABC is funded through a dedicated account, separate from the State’s General Fund. Our primary sources of revenue are license fees and liquor license transfer fees. Since 2023, revenue from transfer fees has declined significantly due to legislative changes enacted under SB1120, SB1421, and amendments to Idaho Code §23-903. These changes prohibit the transfer or sale of any new liquor license issued after July 1, 2023, and limit existing licenses issued prior to that date to one transfer under specific conditions.

To maintain the high level of service and support that industry members have come to expect, it is essential for ABC to realign licensing and permit fees to reflect these changes. The proposed fee adjustments will help balance the financial impact of recent legislation and ensure continued delivery of quality service and resources to the industry.
