Two Idaho State Police captains graduate from FBI National Academy

MERIDIAN, Idaho — Two Idaho State Police captains have completed one of the nation’s most respected law enforcement leadership programs.

Captain Paul Berger and Captain Mike Kish graduated from Session 299 of the FBI National Academy earlier today at the FBI Academy in Quantico, Virginia.

The FBI National Academy is a 10-week program offering advanced instruction in leadership, communication, behavioral science, law, intelligence, and other areas critical to modern law enforcement. Participation is limited to experienced law enforcement leaders selected through a competitive nomination process.

“This is an exceptional accomplishment, and a reflection of the commitment Captains Berger and Kish have made throughout their careers to continued growth and service,” Colonel Bill Gardiner said. “The knowledge, relationships and perspectives they bring home will strengthen ISP and benefit the people and communities we serve across Idaho.”

Berger commands ISP District 1, serving North Idaho. He joined ISP in 1994 after beginning his law enforcement career with the Shoshone County Sheriff’s Office. During his career, Berger has served in patrol and investigations and has led complex narcotics, homicide, and critical incident investigations. He holds a bachelor’s degree in business management and a master’s degree in intelligence studies with an emphasis in criminal intelligence.

Kish commands ISP District 3, serving Southwest Idaho. He joined ISP in 2016 and has served in patrol, and Capitol Protective Services. Kish was promoted to captain in 2024 and oversaw ISP’s training section and investigations before assuming command of District 3. Before joining ISP, he served nearly 28 years in the U.S. Army and achieved the rank of Command Sergeant Major. He holds a bachelor’s degree in justice studies, a master’s degree in organizational leadership and an executive certificate in criminal justice.

During the academy, Captains Berger and Kish trained alongside public safety leaders from across the United States and around the world. More than 60,000 law enforcement professionals have graduated from the FBI National Academy since its inception in 1935.
