Federal Military Excess Equipment Program
The Federal LESO/1033 Excess Military Equipment Program, part of the Defense Logistics Agency (DLA) Law Enforcement Support Office (LESO), allows law enforcement agencies with arrest and apprehension authority, including tribal police departments, to participate. This program was established by the National Defense Authorization Act (NDAA) for Fiscal Years 1990 and 1991, and the LESO Program was further defined in 1997 under 10 USC 2576a.
Through the LESO/1033 Program, approved agencies can request excess Department of Defense (DoD) equipment at no cost, except for shipping expenses. All items are excess DoD property or reserve stocks no longer needed and would otherwise be destroyed. The DoD retains ownership, and any obtained property cannot be transferred, sold, disposed of, destroyed, or traded without approval.
Since its inception, the program has transferred over $7.6 billion worth of equipment. In Fiscal Year 2022 alone, $160 million worth of equipment was transferred. Agencies typically request items such as clothing, office supplies, tools, rescue equipment, vehicles, and small arms. Less than 2% of the equipment transferred are small arms, and less than 1% are tactical vehicles. Over 8,800 law enforcement agencies have enrolled in the program.
